What Is the Essential Plan?

The Essential Plan is a New York State health insurance program that provides comprehensive coverage to eligible adult New Yorkers who meet income and other requirements and are not eligible for Medicaid or Medicare. It is offered through NY State of Health, the state’s official health plan marketplace.

New York has expanded Essential Plan eligibility to reach more residents in recent years. You can read more about the expanded Essential Plan. Benefits, costs, and eligibility are set by New York State and are subject to change.

Who May Be Eligible?

Eligibility for the Essential Plan is determined by New York State and generally considers:

  • You are an adult between the ages of 19 and 64
  • You are a New York State resident

  • You are not eligible for Medicaid or Medicare and meet lawful-presence requirements
